Tokelau

Consists of 3 small atolls; settled by Polynesians; inhabitants retain linguistic and cultural links with Western Samoa; though people generally govern themselves in village councils, they are citizens of New Zealand and atolls are considered within its boundaries; main languages are Tokelauan and English. In 2006, Tokelau included American Samoa's Swain's Island in its draft constitution, causing a dispute.
