Cardinal Mercier was the Archibishop of Malines and Primate of All Belgium. During the First World War, he spoke out against the German occupation of Belgium which saw the deportation of Belgian men to work in Germany. He was kept under house arrest by the Germans.

Mercier embodied Belgian resistance to the occupying power. He sometimes became a focus of Allied propaganda as seen in this poster.
