This is a waterline model (a model made to represent a ship afloat on the water, as opposed to showing it entire with its hull) of the British battlecruiser HMS New Zealand. The model was made by Captain T M Devitt and other members of the Wellington Marine Model Club for Te Papa's predecessor, the Dominion Museum, between 1955 and 1959.
